WINFIELD, W.Va. -- Putnam commissioners must decide soon whether to borrow money for water extension projects.Eighty percent of residents in Custer Ridge and Sigmon Fork, Painters Fork and Trace Fork must sign user agreements with West Virginia American Water before the plan can move forward.Custer Ridge and Trace Fork already have the 80 percent needed, and Sigmond Fork and Painters Fork have about 40 percent, Jim Nagy of Terradon told commissioners Tuesday. Nagy is overseeing the project.Last year, West Virginia American Water pulled funding from water extension projects, said county manager Brian Donat.
Commissioners would need to borrow money to fund the nearly $2.3 million needed to cover the four projects."There's plenty of loan money but not much grant money," he said.Commissioners still plan to ask the water company for a contribution toward the total after the user agreements are collected, Donat said.
In other business, commissioners approved decreasing the size of the town of Eleanor by nearly 52 acres.The land, which sits between a U.S. Army National Guard facility and an industrial park, was taken outside the town limits so the Putnam County Development Authority could potentially buy the land.County attorney Jennifer Scragg Karr said not having to pay B&O taxes would make it easier for the Development Authority to lure a business to purchase the land.Also at the meeting, Parks and Recreation Director Scott Williamson discussed the Valley Park expansion with Barbara Cook of Hurricane, who said she wasn't sure about the specifics.Cook, whose elderly parents' back yard sits adjacent to the park, was worried the construction of an additional entrance would bring more traffic and pollution.Williamson said the new entrance would be used mostly to drive to soccer fields and a walking trail, not the wave pool, which brings in the most traffic.
