Memorial service is Sunday for slain W.Va. trooper

Streets to be closed for memorial serviceDonation scams begin over officers who were shot CHARLESTON, W.Va. -- A memorial service has been set for a West Virginia State Police trooper fatally shot during a routine traffic stop this week. Another trooper died Friday at CAMC General Hospital.Troopers statewide are devastated after a man in custody following a reckless driving complaint allegedly shot and killed State Police Cpl. Marshall Lee Bailey and critically wounded Trooper Eric Michael Workman Tuesday night in an area along the Clay and Roane county border. Workman was taken to CAMC General Hospital where he died Friday.Bailey had been a trooper since 1995 and Workman joined last year.Sgt. Michael Baylous, a State Police spokesman, said it's been a sleepless week for many in the agency as they prayed for Workman and prepare to say their goodbyes to Bailey.Bailey's public memorial service will be held Sunday at the Charleston Civic Center, beginning at 2 p.m.A procession of police cruisers will escort Bailey's funeral procession to a cemetery in Putnam County. Everyone may participate in the line of cars until they reach Nitro. Then, only Bailey's designated family and friends will be permitted to continue on to the burial, Baylous said.
The service will be held in the Civic Center's grand ballroom, which can accommodate more than 4,000 people, said General Manager John Robertson.The two men had stopped a 22-year-old Oak Hill man, Luke Silas Baber, after reports of reckless driving at the park and ride next to the Wallback exit at about 7:45 p.m. Tuesday.Baber was arrested and handcuffed, with his hands in front of him, and was able to reach a 9mm Hi-Point pistol he had hidden. Baber then shot Bailey and Workman in the head, police said.He also shot and wounded tow truck driver William Frank Massey and Roane County Sheriff's Deputy John Westfall before the night was over. After Baber had left the park and ride, police arrived in the area and began a search for him. He was killed during a shootout with four deputies from Roane and Clay counties.A relative said Massey was in good condition Thursday and would recover. Westfall was listed in stable condition in the hospital. Police said his bulletproof vest possibly spared him from more serious wounds.On Saturday, Bailey's family and friends will gather for visitation at Gatens-Harding Funeral Home in Poca from 1 p.m. to 6 p.m.
In lieu of flowers, the family requests donations to a college fund established for Bailey's two children: c/o Maxie Bailey, 1908 Poca River Rd., North Poca, WV 25159.The West Virginia Troopers Association also has set up a fund for both families. Earl Ray Tomblin said flags that have been lowered for the troopers would be raised and lowered again at sunrise Friday in memory of pioneering astronaut Neil Armstrong.
