CHARLESTON, W.Va. -- Joe Miller has retired as commissioner of the state Division of Motor Vehicles. Gov. Earl Ray Tomblin announced Miller's retirement Tuesday. DMV Deputy Commissioner Steven Dale will become acting commissioner. Miller has been DMV commissioner since 2009. He also held the position from 1997 to 2001.
