Tornado man charged with sexual assault

CHARLESTON, W.Va. -- A 20-year-old Tornado man was arrested Thursday and charged with third-degree sexual assault after police say he had sex multiple times with a 15-year-old girl.Michael C. Boardman was also charged with possession with intent to deliver a controlled substance, distribution of a controlled substance to a person under the age of 18 and contributing to the delinquency or neglect of a child after State Police found marijuana, a digital scale and plastic bags in his car, according to a criminal complaint filed in Putnam County Magistrate Court.Police pulled Boardman over for driving without a seatbelt and a loud and defective exhaust near the 7-11 store on W.Va. 817 in the Scary Creek area on Jan. 1, the complaint states. He was driving a red Ford Focus.Police could smell marijuana when they spoke to Boardman and his passenger, a 15-year-old female, according to the complaint.After searching the car and finding marijuana and materials used to sell it, Boardman told police he sold it to "supplement his income."
"[Boardman] also explained that he and the female juvenile use marijuana daily and that he provides her with marijuana," the complaint states.Police also wrote that Boardman told them he had used marijuana two hours prior with the juvenile and that they had been in a relationship for about six months.Boardman told police he had sex with the girl "many times" and that her mother is aware of their relationship.Boardman was being held at the Western Regional Jail on $25,000 bail.West Virginia's age of consent for sex is 16 for females.
