Manchin names Rogers as chief of staff

CHARLESTON, W.Va. -- Hayden Rogers is U.S. Sen. Joe Manchin's new chief of staff. Manchin announced Rogers' appointment Monday. Rogers served as chief of staff for former North Carolina Rep. Heath Shuler. He unsuccessfully ran for Shuler's seat in 2012. Shuler, a Democrat, decided not to run for a fifth term after Republican lawmakers redrew North Carolina's 11th District to bring in more likely GOP voters.
