CHARLESTON, W.Va. -- Dunbar City Council members agreed on Monday to purchase a new garbage truck and passed the first reading of an ordinance to update its trash service requirements. Dunbar Mayor Jack Yeager said the city uses four garbage trucks to pick up residents' trash and one of the trucks was worn out and old. The new truck cost $128,000. The updated trash requirements would permit residents to use either a plastic or metal garbage can with a lid. The outdated rules identified only a metal garbage can should be used on trash days, Yeager said. Council members want to tighten city laws regarding when residents should place garbage cans out for pickup, he said. The new rules indicate that Dunbar residents should put trashcans out the evening before the trash is to be picked up the following morning. "We have people who will put it out a couple days early and then the dogs scatter it and get into the trash," Yeager said. Ordinances that have passed first reading have not been officially approved, and must be voted on again. Also Monday, council voted to raise building permit fees. The increased costs raise prices from figures ending in cents to full dollars, such as from $37.50 to $38, Yeager said. The added fees apply to about 30 different building permits and "is not a big deal," he said. In other business Monday: * City council members passed a resolution to give the mayor permission to apply for a Prevention Officer grant. The grant pays about $20,000 of Sgt. George Rader's salary to offer protection and teach classes at Dunbar Middle School, Yeager said. * Members approved the purchase of 100 tons of salt, which cost $6,600. * City Council members reappointed Mike Moyer and Darren Johnson to the Firemen's Civil Services Board. * Council members did not pass the first reading of a cell tower ordinance because it had too many flaws in it and "was not quite right," Yeager said.
