NITRO, W.Va. -- A Charleston man who was parked on Interstate 64 near Nitro later led officers on a high-speed pursuit Tuesday afternoon, police said.Souel Rowe, 41, was driving a stolen vehicle, Nitro Police Chief Brian Oxley said. Someone called 911 and reported a car parked in the slow lane of I-64 eastbound near the Nitro exit ramp at 12:40 p.m.A Courtesy Patrol unit pulled up behind the car but the driver, later identified as Rowe, locked the doors and refused to move. A Nitro police officer arrived and got out of his cruiser.
Rowe revved his engine several times before shifting into reverse, nearly striking the officer. The officer pushed himself away from the car and onto the Courtesy Patrol vehicle and was not injured, Oxley said.The officer got back into his car and followed Rowe, who was allegedly driving erratically, swerving in and out of traffic along the highway. Officers later boxed Rowe in near the Mardi Gras Casino in Nitro, Oxley said. Rowe was charged with fleeing and driving under the influence of alcohol.Rowe also faces charges in connection to the stolen vehicle, Oxley said. Rowe was awaiting arraignment in Kanawha County Magistrate Court on Tuesday night.
