Hit-man charge leads Putnam County Indictments

CHARLESTON, W.Va. -- A Culloden woman was indicted on charges of attempting to hire a hit man to kill her former employer, who had allegedly not paid her for $700 worth of work, in one of 35 indictments returned by a Putnam County grand jury this week.Gigi Lynn Hinchcliffe, 43, is accused of calling and texting a man numerous times about vantage points from which he could shoot Stephen Eric Bias, the co-owner of a construction company Hinchcliffe had worked for.The Putnam County Sheriff's Department and the FBI began investigating the case in May 2012 after the person who received the text messages came forward as a confidential informant.In a phone call monitored by the FBI, Hinchcliffe told the informant that if he wore white clothes, he could shoot Bias from the water towers near where he worked without being seen.Hinchcliffe was arrested last June and charged with attempted murder and conspiracy to commit attempted murder.An indictment is not a finding of guilt. It only means a grand jury has ruled there is enough evidence of crime to merit a jury trial.
