East End garden blooms for a 9th year (photos)

Carol King packs dirt around a pepper plant Wednesday in her section of garden at Carroll Terrace, on Charleston’s East End. The garden got its start at the Charleston-Kanawha Housing Authority complex in 2005 as a way to increase knowledge of horticulture.
